Who can sell cannabis legally

In Manitoba, you can only buy non-medical cannabis from retailers licensed by the Liquor, Gaming and Cannabis Authority of Manitoba (LGCA). The province describes a hybrid model: licensed private retailers run the stores, Manitoba Liquor and Lotteries supplies them, and the LGCA regulates the industry and keeps the list of licensed stores. Retailers can sell up to 30 grams of dried cannabis, or the equivalent, to an individual.

Some stores hold age-restricted licences that do not allow young people inside; others hold controlled-access licences where young people may enter but cannabis must not be visible or accessible.

Age and possession limits

  • You must be 19 or older to buy or use cannabis.
  • You can carry up to 30 grams of non-medical cannabis in public.
  • Since May 1, 2025, adults may grow up to four plants per household, indoors and out of reach of young people. Landlords and condo boards may still restrict it.

Where you can use cannabis

You cannot smoke or vape non-medical cannabis in public in Manitoba. The province lists places including streets and sidewalks, parks and beaches, school grounds, restaurant patios and decks, the grounds of health-care facilities, and enclosed public places. In practice, that leaves private residences, subject to your lease or building rules.

Driving

It is illegal to drive while impaired by any drug, including cannabis. The province says drivers face Criminal Code penalties, from a fine of at least $1,000 for a first offence to mandatory jail for later offences, plus provincial sanctions such as licence suspension, vehicle impoundment and ignition interlock.

Using our Winnipeg store list

Our Winnipeg page gives an overview with a map, and the full Winnipeg dispensary list shows every licensed cannabis store we have on record in the city, taken from Manitoba’s official licensing data. Each listing shows the store’s address and, where we have them, hours and contact details. There is also a page for stores that have confirmed delivery.

We do not rank stores, review them, or recommend products. Some listings may be paid placements; these are always labelled “Sponsored.” Licences can change, so if you want to be certain, confirm a store against the official provincial list before you visit. See how to read a store listing.

Visiting from outside Canada

If you are visiting, remember that it is illegal to take cannabis across Canada’s international borders in either direction, even to a place where it is legal. Do not try to take cannabis home with you. See travelling with cannabis and the first-time visitor FAQ.
